Open Question: My roadrunner is slower than I pay for?

I am paying for the for the roadrunner basic package which is supposed to have a 3 mbps download speed but my internet connection test shows a 768 kbps download speed. I contacted my server and they said in my "area" which is Rochester, NY, The basic package is equal to the lite package and thats why I have lite speed instead of basic speed.
